SeverityLevel enum Weather
Normalized, cross-provider weather warning severity level (CAP aligned).
The CAP display bucket for a warning, derived from Warning.severityRank ~/ 100. Use it for labels and
grouping; sort/prioritize on Warning.severityRank (the composite ordering key). Stamped by the weather
producer from the same classification that sets Warning.color, so level and colour never disagree.
